City dwellers looking for a relaxing picnic destination or just a place to throw the frisbee can find it at Byrd Park. Lots of open space, green grass and man-made ponds. Don't bring any bread crumbs for the geese - you're not supposed to feed them. The annual 4th of July fireworks show at the Carillon is great. You can bring a blanket and relax on the lawn while the symphony plays before the show begins. You'll feel like you're right underneath the exploding fireworks - it's quite a rush. The event is free, but be prepared to fight the crowds for a good spot. One more note: the park is close to a couple of shady neighborhoods, so don't visit at night.

Beautiful location near James River, the two Swan Lakes provides fishing and relaxing , Fountain Lake has paddle boat rentals (in season) or just a great place to get some sun or people watch. Across the road is Dogwell Dell, an outdoor ampitheather that host free evening concerts, plays, and art festivals and events all summer long.
Pros: Free, Parking
Cons: Restrooms
